Does not Glow
I layered this on felt and on a laminate material. In both cases it did not glow at all.

Halloween mask upgrade
I used this to make my grandson’s Halloween mask glow in the dark. I applied two coats, letting each coat dry thoroughly, and it worked. I wish I could post a picture to give you an idea of its effectiveness.
