It looks like some old reviews talk about how the punch needle tool makes holes, so it seems their solution is to sell it without the tool (either that or they're just trying to make more money off of a useless product by saving costs not including the tool). I didn't see this and bought it anyway. I bought a punch needle tool separately since I already had the kit and have been wanting to learn but it still doesn't work because the fabric sucks. It just leaves big holes in the fabric.

Excellent and easy product
