I used this felt for embroidery, I think its perfect for this purpose, it holds the shape and its thick enough that it can hold multiple stitches in same spot without wobbling and deforming

Felted wool
This felted wool is perfect for doing little crafts like hand-sewn animal Christmas ornaments! It comes in a nice variety of colors, and while the exact thickness varies slightly, it’s never enough to matter. It’s easy to cut, it stays together well, and it can also be pulled apart so the scraps can be used as stuffing for the little animals I made. Nothing was wasted. That’s what I like!
